Is a rack mounted preamp the same as a guitar amp head? - guitar rack preamp
I wonder if I bought a pre-amp rack. Would it work like an amp. How do I plug the guitar in which I regularly amp and it would be a 4x12 cabinet?

No - you can not connect to the speakers by a preamplifier. A guitar amplifier amplifies the signal to "line" that a level similar to the fate of a CD.
This amp head has a preamplifier and power amplifier. The power amplifier amplifies the signal to Speaker, the very high for the speakers.
You can get ahead if you must feel. The preamplifier output then connects to the entry of the head. The simplest configuration would be only by a head.
